Most of the majors have implemented a vessel
inspection system independent of regulatory and statutory entities
as a result of increasing awareness of the risk inherent to the Oil
Majors brought by the carriage of oil / chemical / gas at sea.
These inspections, known as Vettings, are independently ordered by
the oil majors prior to acceptance of the vessel for the carriage
of their oil / chemicals / gases.
The Vettings adhere to the standards of the Ship Inspection Report
Program (SIRE) a system developed by the OCIMF (Oil Companies
International Marine Forum) in 1993 to address concerns of the oil
majors with respect to the chartering of sub-standard
vessels.
SIRE requires that the inspectors use a uniform inspection protocol
via the Vessel Inspection Questionnaire (VIQ). The results of these
inspections are then made available to all program participants.
All of the oil majors use the information kept in the SIRE database
to determine if the vessel candidate exposes the oil major to
unacceptable risk.
A Pre-vetting inspection as well as on board
training of crew will identify potential problem areas which can be
resolved before the vetting inspection.
Green-Jakobsen provides assistance to operators in all aspects of
the OCIMF and CDI vetting process. We assist operators throughout
the entire vetting process including pre-vetting inspections and
attendance during vetting inspections of Chemical, Product and
crude Tankers.
Our Inspector joins the vessel one week to ten days in
advance and carries out a thorough Pre-Vetting Inspection
based on each chapter of the latest VIQ. He also carries out a
Navigation Audit & onboard crew training.
Navigation Audits: We carry out External Navigation Audits of the
vessels as per the TMSA2 KPI 5.4.3 requirements.

Types of inspection:
1) Pre-Vetting of SIRE or CDI:
Duration: 10-7 days
Tasks performed:
- Our Inspector Joins the vessel.
- Conducts a thorough Pre-Vetting using
VIQ 2011 or SIR 7Th Edition and submits
a report to the Operators.
- Assists the Master in preparing for the
Vetting.
- Attends on Owner's/Operator's behalf
during
the inspection
- Trains the crew on how to answer the
Vetting
Inspectors.
- Conducts Safety & BTM training for
Officers
& Crew
Result: An Oil Major Approved
Vessel with minimum number of observations
2) Pre-Vetting for SIRE or CDI
Inspection:
Duration: 2 days
Tasks performed:
- Conduct a thorough Pre-Vetting using
VIQ 2011 or SIR 7Th Edition & submit
a report to the Operators.
Result: A factual appraisal of
the vessel's readiness for an Oil Major or CDI inspection.
3) Navigation Audit & Training
Duration: 2 days
Tasks performed:
- Conduct a thorough Audit with Purview of
Assessment of Bridge Procedures to be
followed by the BTM members in concurrence
and compliance with the Bridge Procedures
Guide, Safety of Navigation and best
Industrial Practices.
Result: A factual appraisal of
the navigation standards on board and ways to improve them.

professional with over 18 years of operational, management and
inspection experience. Extensive technical & operational
experience gained by serving at sea onboard Oil & Chemical
Tankers as a Master mariner for over 6 years. The last 3 years he
has worked in the oil and shipping sectors as a Pre-Vetting and
Navigation Consultant. A specialist in shipping operations, He has
a Master Mariner Certificate of Competency from the UK
DOT.
